Firstly, Toronto City Councillor Cesar Palacio rallies the community to oppose the the creation of a temporary emergency men’s shelter in his ward. On the eve of an election, this is apparently a vote gaining project. According to the Councillor’s letter the City tried to sneak this motion in without due process. But one has to wonder how successful such a campaign would have been had it been an emergency women’s shelter that were being opposed.
